Devenu le maître du Grand Empire, il entreprend de bâtir une Marine aux dimensions de l'Europe face à l'hégémonie anglaise. Il noue des alliances avec les autres puissances maritimes comme l'Espagne et lance une grandiose politique de construction navale et portuaire. Son énorme correspondance témoigne du soin constant qu'il a pour la Marine, même et surtout après Trafalgar.
